Cartel de Contreras (CDC) is a formerly successful cartel, consisting of only Mexican ethnicity lead and recognized by Juan Miguel Contreras as one of the first cartels to control the majority of drug trafficking in some American states. The Montalvo Cartel was an offspring of the Contreras Cartel, who in turn, was an offspring of the notorious Guadalajara Cartel, similar to the powerful cartels.

It had great influence throughout the state of New Mexico, and it still has great influence in Albuquerque, New Mexico. Being on the other side of the border, the Villegas Organisation received big shipments of various drugs from the Contreras Cartel and distributed it throughout the state of New Mexico. In return, they would ship back citizen-grade weaponry to fuel the Mexican Drug War back home.

Along with the Contreras Cartel's help, the Montalvo Cartel of Los Santos profited heavily from selling drugs and guns. With the help of lieutenants, soldiers, and sicarios like Theodore Callabero, Carlos Estrada, Pablo Iglesias, Hernando Chikira, and Raphael Andrades, the Montalvo Cartel quickly became feared and successful throughout Los Santos although they ultimately caught the eye of the Federal Task Force, and fell inactive.

Pablo Iglesias was one of the numerous sicarios sent by the Contreras and despite his fame in Los Santos, he was still well and deeply connected with the Contreras. Having seen a city that's easy to control, it was only a matter of time before Pablo Iglesias expanded the successful Contreras Cartel beyond Jalisco and New Mexico.

The daily schedule of the Contreras Cartel included various illegal activities, shadowed by their many legal fronts. These illegal activities consisted of the stereo-typical bulk trafficking of narcotics, human trafficking, arms trafficking, extortion, money laundry, kidnapping, murder and various other vicious crimes.



This string of consecutive vicious crimes had been put to a prompt stop after the fall of Benjamin Contreras' reign in 1989 after his conspicuous way of business had been compromised over the phone by the state police of New Mexico. The fall of Benjamin Contreras led to a period of chaos and anarchy within the organization. Eventually replaced by the successor Arturo Mendez whom enforced a more discrete way of doing business.



This enforced discretion led to a prolonged reign for Arturo Mendez, merely had been put to a full stop by the apprehension of Eduardo Echevarria, nowadays referred to as Lieutenant Rat. Ten members were revealed to broad daylight, leading to another period of severe chaos and disperse. In an effort to prevent the chaos and disperse, a new head had been appointed under Mendez’s orders, Sebastian Calvillo, also referred as “El Toro” due to his appearance.



The Villegas Organisation in Albuquerque, New Mexico was known to be led by a lieutenant of the Contreras Cartel, Roberto Villegas, who formed a large drug smuggling operation between Mexico and the United States with the help of Sebastian Calvillo.

At the beginning of 2008, the local DEA office started to build a case against Villegas, keeping him under constant pressure, which led to multiple arrests within the organization due to the missing leadership, causing the smuggling operation to be put to a complete stop. Multiple members were advised to flee to the state of San Andreas by the acting head of operations, Sebastian Calvillo.

Eventually, Las Colinas and its surrounding neighborhoods became the stronghold of the Contreras cell within San Andreas. Numerous street gangs have been used as the acting hand of the Contreras Cartel, linking it to the Watts Riders, Colinas Varrio Riders, San Pedro 13, and most recently, Majestic X8.

On July 20th, 2015, the murders of Santiago Martinez and Xavier Zarate shocked the entire Mexican-American community in Los Santos. Santiago Martinez survived two long-ranged shots with a 7x62 chamber rifle at 4:50 PM. 35 minutes later at 5:25 PM, the young adult was gunned down in his car at point blank range. Santiago Martinez, a well known entrepreneur, was shot by Xavier Zarate. Santiago was pronounced dead at the scene, with three 9mm bullets within his head alongside two 7.62mm bullets in his shoulder.

Xavier Zarate was a known entrepreneur, former CEO of the famous adult entertainment company named MPOV, though he had been affiliated with Vincent Montalvo, having numerous ties with the criminal underworld. Zarate had an active warrant on him for possession of narcotic substances and robbery, having just been released from prison months before, after serving twenty years for possession and distribution of illegal firearms.


Later that night, Zarate was found dead in a river, beheaded. Little known about his miraculous escape from police custody, and the aftermath of the shooting. Speculation rose that both were murdered as retaliation within the cartels.



Former DEA agent, J. Hernandez noted that there was reason to believe that two more more drug cartels were operating in Los Santos during the time.

Background of the Cartel De Contreras

Miguel Jimenez Contreras, the founder of the Cartel De Contreras was arrested in 1989. While incarcerated, he remained one of Mexico's major traffickers, maintaining his organization via mobile phone until he was transferred to a new maximum security prison in the 1990s. At that point, his old organization broke up into two factions: the Tijuana Cartel led by his nephews, the Arellano Félix brothers, and the Sinaloa Cartel, run by former lieutenants Héctor Luis Palma Salazar and Joaquín Guzmán Loera, a.k.a. El Chapo.

Currently, the majority of Mexico's smuggling routes are controlled by three key cartels: Gulf, Sinaloa and Tijuana —though Tijuana is the least powerful. The Tijuana cartel was further weakened in August 2006 when its chief, Javier Arellano Félix, was arrested by the U.S. Coast Guard on a boat off the coast of Baja California. Mexican army troops also were sent to Tijuana in January 2007 in an operation to restore order to the border city and **** out corrupt police officers, who mostly were cooperating with the Tijuana cartel, Making illegal money from the Cartel's Payroll.

As a result of these efforts, the Tijuana cartel is unable to project much power outside of its base in Tijuana. Much of the violence that emerged in 2008 in Tijuana was a result of conflicts within the Tijuana cartel; on one side, the faction led by Teodoro García Simental (a.k.a. El Teo) favored kidnappings. The other faction, led by Luis Fernando Sánchez Arellano, focused primarily on drug trafficking. The faction led by Sánchez Arellano demanded the reduction of the kidnappings in Tijuana, but his demands were rejected by García Simental, resulting in high levels of violence. Nonetheless, most of the victims in Tijuana were white collar entrepreneurs, and the kidnappings were bringing "too much heat on organized crime" and disrupting the criminal enterprises and interests of the cartel.
