Reforms

The Los Santos Police Department has undergone several changes in the past few weeks, each change entailing a better, more proactive department. Assistant Chief of Police Brian Beatty was instated late December, and together with the High Command team has reformed quite a bit. The following are the current positions held by each officer:
  • Felix Johnson - Chief of Police
  • Brian Beatty - Assistant Chief of Police
    • James Domingo - Commander of the Office of Operations
      • Brian Sullivan - Captain of the Central Bureau
    • Tor Cesco - Commander of the Office of Special Services
      • Drake Carson - Lieutenant of the Special Weapons and Tactics unit
      • Jesse Parkman - Sergeant of the Training Bureau

New Changes

Improved Website

Our online database has been updated to provide a better experience for not only our officers but also visiting guests wishing to learn more about the LSPD or even to apply. These changes include new forms for recruitment, a new complaint center which is completely secure and can be anonymous, and no-exception policies which are aimed at both improving the standard and the experience of our entire department. The new site is aimed at assisting you in finding who is currently employed by the department, which officers lead what departments, and our system of ranks. You're also fully able to request a ride-along by either applying on our website and possible being actively enrolled into our academy or by calling our non-emergency line and asking.

Reinstatement and Transfer Policy

Effective immediately all new transfers and reinstatement into the department must follow our new policy, which can be found on our main website - www.lspd.gov. This policy is aimed at preventing the fast-rank system which has been used by many departments and former heads of departments in the past. Officers will no longer receive equivalent ranks, but ranks which are deemed suitable for those returning or leaving another department for one which has completely different terms of employment and structures.

These policies are final and our no-exception bound.

Divisional Commands

Nearly every unit, bureau, and office within the Department has been assigned a leader, which is actively engaging and has set lists of responsibilities and tasks to complete. These new leaders will no longer simply have a High Command rank to have a rank, but will be doing actual work in promoting their respective leadership areas, and will have to complete a set number of tasks assigned to them in order to hold and keep that position, as well as the rank.

Anyone employed by the Los Santos Police Department and above the rank of Sergeant (Lieutenant, Captain & Commander) have either an Office, Bureau, or Unit to lead. These are all considered crucial to the proper functioning of the department and the tasks of crime prevention and catching, and are only given to those which actively participate and understand their duties, unlike previous and current departments.

New Ranking and Promotional System

It was deemed within the LSPD that far too many ranks existed, each serving the same basic tasks and duties. Therefor nearly half of the old ranks used were removed in favor of more practical and responsible ranks, making promotions more meaningful and not as worthless. The current rank structure is as follows:
  • Student - Academy phase, has no access to department resources aside from Training Bureau educational purposes
  • Cadet - Police Officer in training phase, has very basic access to department resources and is restricted from patrolling alone.
  • Police Officer First Class - A fully fledged officer, access to every Central Bureau resource in the department.
  • Police Officer Second Class - An officer with full rights to joining any unit such as S.W.A.T., ASU, and others.
  • Senior Lead Officer - Field supervisor, an officer with above normal skills and experince, able to both help lead and train other officers below him and assist in supervisory roles.
  • Sergeant - Supervisor, an officer whose job is to asses, maintain, and observe other officers in the field and other areas such as paper work and radio usages.
  • Lieutenant - High Command, someone whom has the rank rights of Sergeant in the field but is the leader of any Unit assigned to him.
  • Captain - High Command, someone whom has the rank rights of Sergeant in the field but is the leader of any Bureau assigned to him.
  • Commander - High Command, someone whom has the rank rights of Sergeant in the field but is the leader of any Office assigned to him.
  • Assistant Chief of Police/Chief of Police - Administrative and oversight roles, main priorities are the divisions of power and resources among the departments varying areas.

In order to be promoted to a new role, such as Cadet to Officer and Officer to Supervisor, a new scheme of training tests are being constructed, which are currently nearly complete. These tests will help ascertain the leadership qualities, organizational areas, and other important factors related to the rank of promotion. These same tests will be made for Commanding rights to any Unit, Bureau, or Office inside the Department. These changes are being made in the hopes of greatly increasing the departments effectiveness, reliability, experience, and professionalism.
