Actually from my experience, all of the admins wanted to give me one (except i think it was gurky or pacram, but they actually wanted to but we were almost never on at the same time; lucasdaman tried to give one to me to find flaws to take LSES back after he gave it to me and i increased LSES from 5 people to around 15-20 but he failed).
