To begin with this may not be the best guide since I'm ramboing this guide. Id recommend you to have a a few hundred grand though it depends on whatever it is your making.
First steps
First off your going to be needing an idea of what your going to be making. Usually a business that is unique to the server (no other business like it). You also need a general idea of what you will need.
Setting up a budget (skip this if your rich)
if your not the wealthiest person of the pack you might want to setup a budget. It all depends what type of business your going to be making. Your have to be sure that you have a good amount of money to pay your workers. MAKE SURE you don't blow all your money on the fanciest building in town and get violated by taxes.
Your faction thread
The thread of your faction is a valuable asset to your business. Make sure it is long and detailed and be creative. If people see a fancy thread they are going to want to try to do some roleplay with you which brings you business.
The last steps
The last steps to becoming a successful legal faction is having a stable cash flow. If you notice that the cash flow decreases advertise more, add something new, or take constructive criticism from frequent customers.
