Please provide a brief summary of your Suggestion/Idea
Go to the DMV, click an NPC, a GUI would pop up asking what vehicle in your possession that you would like to register. You then buy the registration paper, and in return you receive an item that states "Registration - VIN #". Also add /showregistration while in said vehicle so PD can verify if your vehicle is registered.

If the vehicle = not registered then = not on MDC

Advantages/Benefits
- Realism
- Able to ghost vehicle from MDC

Except most people would not register it. Because 80% of out playerbase have illegal characters and from those 80% all have more then 3 vehicles per.

Failure to register would result in your vehicle being impounded, and a hefty fine. Using an unregistered vehicle during a crime would have the vehicle permanently impounded.

Yeah, if the unregistered vehicle is being driven on public roads.

-1 - We can’t even get evasion under control. How in the hell would it make sense to create another reason for them to run?

Not to be a dick, but that would be blamed on speed mods. Kind of hard to pursue a vehicle that goes from 0 - 240km/h in the matter of seconds then maintaining perfect control of the vehicle whilst taking turns doing 120km/h.
