So after LSPD have closed the tolls, they would automatically open after 30 minute or 1 hour, since often LSPD forgot to re-open them.

Advantages/Benefits
Tolls would be opened more than they are closed.


Disadvantages
If any
During PD Chase, may get abused.

+1 but I'd make it 1 hour at least, because PD chases can last around 30 to 40 minutes at times...

Yea, and maybe the NPC when you try to open the toll, tells you how much longer LSPD needs tolls to be closed.
