To be honest, I support the old rule; an administrator is human and humans can only focus on so many things at once.
I would also go as far as to say that one person should not be high rank in two different factions (and by high rank I mean ANYTHING that's a leader), since they can never focus on both things at once.
Either way, I'm sure if this was a mistake then it would prove itself as one by efficiently judging the outcomes, best of luck to whoever wanted this rule back and I hope it works out great, and not how I expect it to work out.
